They actually have three.

Bucky is the name of the gigantic white horse on the top of the south stands.

Thunder is the actual horse.

Miles is the person in a costume that resembles the logo.

Although no official stance has been given for the multiple mascots, it can be presumed that Miles is in place so that the fans and particularly children (or intoxicated adults) don't spook the actual mascot, which is indeed a very highly bred horse.

It's likely because the Broncos don't want a bunch of rowdy fans messing with the actual horse (Thunder) and they can't interact with Bucky (the big white horse on top of the stadium - because it's a statue).

After graduating from Stanford, Elway was a highly coveted athlete in both football and baseball. In 1983, the Baltimore Colts were among the NFL's worst teams, having compiled a 19-53-1 record from 1978-1982. Elway didn't have the desire to play for such a downtrodden franchise, and Elway's father also advised his son not to play for the Colts' head coach Frank Kush.

Elway tried negotiating a way out of Baltimore, but after failing to engineer a trade, his agent began circulating rumors that Elway would happily play baseball for the New York Yankees (who had drafted Elway in the 2nd round of the 1981 MLB draft) rather than suit up for the Colts.

Eventually the Colts and Denver came to terms on a trade and Elway became a Hall-of-Fame signal-caller for the Broncos.
