is not true that dogs are completely colourblind. While dogs do not have the same color vision as humans, they are able to tell yellow from blue. Is your dog small & white by any chance?
Add: Small dogs & especially white ones tend to have allergies. That's usually what chewing at the feet is about. If it's allergies it's more than likely a food allergy. As for the food issue- you need to stop babying him as it will only make matters worse. Put the food down & walk away. Don't leave food out all the time. No one wants to eat stuff that's been sitting out all day, including your dog. Get him on a schedule. You can start by offering food 3 times a day. Add something special like a dollop of canned food, chicken broth or plain yogurt to each meal. If he's not interested or when he walks away, put the food up till the next scheduled feeding time. He will probably miss a few meals but stay with it & he'll catch on. When he's eating well cut back to 2 meals daily. Be realistic about how much you're expecting him to eat. Depending on activity level etc. a general guideline is 1 cup per 20 pounds daily.

The posted "food" evaluation link can be helpful, but you're better served by finding a quality breeder/trainer of your dog breed and simply asking them what and how they feed and when they change diets.
It's probably a typo but the "rule of thumb" cited is horribly wrong. Please don't ever feed one cup of food per TWENTY dog pounds a couple of times a day. Four-1/2 cups of quality food for an 87-90 pound working dog (Hard dogs / War Dogs that can run/work all day -- which is the top of Male German Shepherd breed standards) mixed with supplements (treats) could KILL the dog via too much protein leading to kidney failure or make him/her unusable in the field.
Pups require different diets than more mature dogs, which are healthier on a different diet than elder dogs (I've 30+ years working with Helping / K9 / and War Dogs).
I also enjoy Cesar Millan's Dog Whisperer program but any competent trainer will advise that you're only seeing a fraction of how these dogs are actually managed to correct behavior problems. It's television, for heaven's sake.
Re: Allergies, and the rest of the post it's pretty much right on in my experience with the exception that many allergies are turf related, like the kind of grass the dog is typically on or the areas for working dogs in which you're training. Many Vets manage it simply with a periodic cortisone injection.
Sometimes, too, talk to a good breeder/trainer (often better than your Vet who has a financial interest in pushing a particular brand) and you may need to put your pooch on a bland diet (like rice and hamburger in transitioning to a different food).
