Yes dogs do lay down but you have to teach them to. It is a long process but if you work at it you can acomplich a smart dog. First you say sit. Do not scream but say in a stern voice. Then push them down to the ground until in a laying position. Try not to hurt them but do conrtol them. Please do not kick or hit your or someone else's dog. It can really hurt the dog. You reapeat this process about six or seven times a day until they do it on their own. Also when they lay down by themselves give them a treat or pet them.
