The dragonball movies are unimportant to the overall story. they are considered to be non-cannon by some fans. The movies are not made in the order they may have been set (i.e. 2, 3, 4 movies are most likely set after frieza's death but were released before that saga).
But this one is easy.. This movie is set straight after the majin buu saga and before the introduction of Uub at the World Tournament. So Goten and Trunks would still be under 17 and 18.

Sadly, no. A long time ago (from 2010) the editors and authors of dragonballz thought that there were too many uneeded episodes which made the series too long. so they took out some of the episodes from dragonballz but this 'new' version of dragonballz couldn't be called dragonballz because the fans would think that the series was being messed with.
So, they called it dragonballzkai, but still there are some things that were stupid to edit like the blood for instance they thought that it was grossing people out so they changed it so now it looks like orange soda and just so you know it was the same way for the old series dragonballkai they just deleted episodes which was pretty stupid because all the episodes with the androids and stuff made the series interesting with moreepisode of the characters fighting on Earth.
