Of course they can. In fact, it's quite common in dragon populations. How common, I'm not sure. However, unlike humans, a majority of them aren't overweight. Dragons tend to eat huge amounts of food, and lots of them are very lazy. Most dragons realize that they need to move around and they only eat once a day, and, though a huge meal, stay normal. However, some eat constantly, or only move to get food, or both. Some don't even do that, and are just fed by something else, or boss others into getting food for it. As a result, they gain weight, and thus, get fat. Unlike humans, dragons that are fat aren't upset about it. In fact, they're usually happy about their extara weight. They think their lucky to be able to eat so well, compared to some other animals. Dragons are biologicly built like every other being. They eat too much, they get fat. They eat the right amount, they don't.

It depends on which Pippin you are speaking of. It could be any Pippin in the world! Please, next time be a bit more specific. Since you said it has an owner, I can only assume that you refer to Pippin the dog from Dragon Slippers, by Jessica Day George. If that is who you speak of, "Poor Pippin's", as Creel playfully calls him, owner would then be Princess Amalia of Roulain.
