Slightly loosen or tighten the bolts that are pulling down the head. If you have a fairly cheap set of bongos this may not be possible. If the bongos don't have tuning pegs (bolts) and the heads are synthetic (plastic or mylar or something) then you are out of luck. If the heads are natural - goatskin or calfskin or something like that then you can loosen by added humidity or moisture to the head. Contrastingly, you can tighten the head by drying it out. This is only temporary though and be warned that drying it out too much can split the head.

All parts have to be strong, the metal drum hoops need to be strong as they apply tension to the drum head, the tension lugs need to be to stop them breaking under strain, the shell has to be as the tension lugs are fixed to it and if too weak the lugs will be ripped off the shell. The same applies to the stands, mounting brackets etc.
