No Ebay expects payment for a service. those that avail themselves of that service know what the cost is before they start. there are other competing services that do the same thing so they have a choice, and both the dealer and the purchaser deals freely.

If you do not have an "automatic payment" method set up, eBay will put a temporary stop on your account once you have accrued £15 (or equivalent in your own currency) in fees. Once you have paid the the amount and your account is cleared you can list items again.

If you list designer, or brand name, items eBay will limit the amount of items that you can list and review that amount every 30 days.

New sellers, especially those listing items perceived by eBay as being high-risk, will also probably find that they have a temporary limit to their listing abilities.
