Please don't quote me on this but i think you have to fish at rocket reef to get the electric eel. You should just keep trying to get this fish- i tried myself and didn't succeed very quickly at all! Also, with the robofish that is just a little easier to get than the electric eels but you have to find them in one of the first scrolls on rocket reef aswell as the Eel.
