When Lincoln issued his Emancipation Proclamation he knew it did not have the power to end slavery Why was he correct?

First, the proclamation applied only to areas under Union Army control. By the time of the proclamation, none of the Southern states was fully under Union control, so Lincoln knew the proclamation would (at that time) affect only a small percentage of slaves.

Second, Lincoln knew that the Emancipation Proclamation was not really legal. The Constitution specifically allowed slavery and the President did not have the legal authority to end it. Slavery did not actually become illegal until passage of the 13th Constitutional Amendment shortly at the end of the Civil War.

What did the emancipation proclamation still leave into question according to the southern states?

The problem with the Emancipation Proclamation is that it did not outlaw the institution of slavery. As the Emancipation Proclamation was issued by President Lincoln under the War Powers Act, he could have outlawed the institution of slavery, but he chose not to.

A further problem with the Proclamation was that it only freed the slaves in states or territories that were not occupied by Union forces. For example, slaves in places like Maryland and Delaware, both slave states, were not freed by the Emancipation Proclamation. Maryland was never allowed to vote on secession, because President Lincoln sent Federal Troops into the Maryland statehouse and prevented the state legislature from voting.

President Lincoln was very skillful in wording the Emancipation Proclamation so that it only freed the slaves in ten states of the Confederacy, and not in all slave states. However, as these states were not under the control of the United States, but under the control of the Confederate States of America, the Emancipation Proclamation had no effect there.

Further, in some areas in the Confederate states where the Union Army had taken control were specifically listed as areas where the Emancipation Proclamation would have no effect, and slaves in those areas would not be freed by the Proclamation. For example, in southern Louisiana, where Union forces had captured New Orleans on 1 May 1862, and later spread their control over surrounding areas, those parishes in southern Louisiana were specifically listed in the Emancipation Proclamation as areas where the slaves would not be set free.

The idea behind this was that where slaves were working under Union control then they needed to remain slaves for the good of the Union and the Federal government. This clearly demonstrates that the Emancipation Proclamation was not a humanitarian act of President Lincoln, but rather was only a military tactic to attempt to weaken areas of the Confederacy where the Union forces were not in control.

So, if no slaves were freed in Federally controlled areas, and if the Proclamation had no effect in areas controlled by the Confederacy, then no slaves were freed by the Emancipation Proclamation. In order to outlaw slavery, and to free the slaves, it was necessary to pass the 13th Amendment to the U.S. Constitution. It was that Amendment that actually ended slavery and freed the slaves.

What was the purpose of the emancipation proclaimation?

Officially, to rescue Northern morale by declaring the war to be an official crusade against slavery.

Actually, an urgent wartime measure to head-off Britain and France from aiding the South. (It would have made them look pro-slavery themselves.)

What were some Consequences of the Emancipation Proclamation?

The Emancipation Proclamation of 1863 announced that it was the policy of the US government that slavery was to be abolished. However, its scope was limited to the Confederacy, where the US did not have any real authority. It did set the stage for the 13th Amendment in 1865, which did outlaw slavery by establishing that individual rights could not be withheld on the basis of race.

Principally, and most urgently, the Proclamation made it politically impossible for Britain to send military aid to the Confederates. The war had now been turned into an official crusade against slavery, and free nations abroad could not be seen to fight for the slave-owners.

However, Lincoln's other hope, that it would revive Northern morale by encouraging crusading zeal, was not borne out. The North was never solidly Abolitionist.

There were many effects attributed by the emancipation proclamation. Slaves were turned out, by their masters like cattle or hogs. The happiness of newly emancipated slaves was short lived. They soon faced the reality that they were uneducated and had no idea how to independently support themselves and their familes. Many reluctantly had to submit to returning to cruel slaveholders for the provision of food and shelter. It wasn't long before the South created a new form of slavery "sharecropping". Freedmen were forced to accept minimal wages to support themselves and their families. A new terror for blacks in the South, was the KKK and the Night Riders. These new formed organizations used violence to deter newly freed blacks from voting, having a social standing in the community, education and religion. The freedmen who began to prosper independently with acquired land and property were run off their own homesteads and threatened with death for returning.

Was Lincoln's decision to issue the Emancipation Proclamation a moral or military decision?

It was completely political. He did not free any slaves with this declaration. Slaves in northern states remained slaves.

The issue was a growing population of property, black slaves that the north was collecting. Were they people or property? The United States still allowed slavery, so they technically could not be freed. They could not sell the slaves to other northern slave owners without other political fallout, so the logical choice was to free them so they could fight as soldiers.

Slavery ended the December AFTER the civil war ended. Lincoln did not live to see this end.
