How do eyebrows know when to stop growing?
Hair anywhere on our body is programmed to only grow up to a given length and then stop growing and entering a rest phase until it gets cut or shaved, in this case the hair will begin growing back but only up to the same terminal length at which it's programmed to grow, so any hair will grow back the length of hair which has been cut or shaved off it.
This happens because despite the hair shaft is made of dead proteins, it's use as a sensorial organ by the skin and the follicles is full of nerves stimulated by any hair movement, that's how the follicle might sense the hair cut.
Hair won't really grow back thicker, that's a myth, hair is dead protein, it's just that the hair shaft will start to grow back from what used to be the thicker visible part of the hair which will become the new tip of the newly grown back hair and the difference of thickness between the tip and the shaft is erased.
