If you just pretty much follow the path until you get into a room with a terminal on the left it is not going to work. To the right of the terminal is a little metal cylinder on the floor repair it and the terminal will work go onto the terminal and direct the power to the C-finder. Next just go to the top floor and activate the solar panels (have to do it during the day) and you can use the C-finder (only during the day) The loation is called Helios One.
