It should be a crime to have more than one child anywhere, until the human population falls to more reasonable levels, perhaps 2 to 3 billions at most. Virtually all problems, from pollution to global warming, desertification, famine, etc. are caused by the human inability to control our numbers. The planet Earth is not simply a human possession. It belongs to all life, and we curse ourselves to damnation by expanding our numbers and dispossessing the rest of the planet's life forms.

That really depends on how long it is staying still for. Some fish are capable of just sitting there and fanning water across their gills so that they can breathe. This means that they can sit there until they eventually starve and die.
