Depends on the type of superglue. Most superglues will come off of a smooth stone (eg granite) countertop with some water, a knife, and some other good scraping flat edge. There is also probably a chemical reaction you can find(google is your friend) to undo the sticky bond of the superglue but the scraping is easier and probably safer for your countertop.

Glue on paper: As the glue connects with oxygen it becomes sticky and if left to dry in this oxygen it becomes hard and keeps multiple things together.
Glue inside the bottle: Glue doesn't stick inside the bottle because the chemicals within the glue is triggered by oxygen (what we breathe) so when the glue bottle is opened it triggers the chemicals to make it sticky. That's why if a bottle if left out with no cap the glue becomes quite hard.
Glue won't completely stick unless it's dried, and because inside the bottlee, the glue is still air locked in and not dried, it doesn't stick.

I would probably use spray adhesive. It holds well and does not bleed through like liquid glue would. It grabs on contact so you can not reposition the cloth once it is put down.
I personally would use a mechanical fixing alone (screw) or avoid doing it altogether especially if the material is exposed to the elements (you do not mention). The reason being is the thermal expansion of the two materials will be at different rates and stretching and warping may ensue.
