Can you declare your golf ball unplayable by landing in the rough?
Yes. Under Rule 28, a player may declare his ball unplayable, and the player is the sole judge of such a declaration.
To remedy the unplayable ball, the player may opt to rehit the ball from the last location, drop the ball behind the unplayable lie on a direct line from the hole through the unplayable lie to the drop point, or drop the ball within two club-lengths of the unplayable lie but not nearer the hole.
However, declaring a ball unplayable is not a free declaration---the player incurs a one stroke penalty (as if the ball landed in a water hazard).
Local rules from the course or club may prohibit this declaration, however. Typically listed as "play the ball as it lies," or similar wording, this would instruct the player to not lift a ball simply due to an unfavorable lie. Violating that rule would incur a two stroke penalty.
Also, to declare a ball unplayable simple because the lie is unfavorable would violate the gentlemanly etiquette of the game of golf, and is heavily frowned upon.
If a golf score changed from 1 below par to 5 above par how could the score change?

How do you avoid the dam shank?
To avoid the dreaded "shank" whilst pitching/chipping take up your normal stance and when comfortable shuffle your feet back (away from ball) maybe a few inches not so that you are stretching but just mildly uncomfortable .. then swing as you would normally makin sure you DO NOT LIFT YOUR HEAD (major fault) .. This routine has worked for me for over 20 years (never shanked since I adopted it) keeping your head as still as possible throughout your full swing will gain better control on all shots... But be warned do not strain your head to stay still it is important to relax let the flow of your swing bring your head up as you turn through to finish.... Good Luck
Would a driver with 12 degree loft be too much for a swing speed above 100mph?
Swing speed is only really applicable to the shaft flex. 100 MPH would be perfect for a stiff shaft, maybe even some X stiff shafts. The key thing to look at is launch angle and spin rate. With a stiff shaft, your swing speed and a 12 degree driver the ball will be coming off the face very very high and spinning like mad, which will rob you of distance and consistency. I would recommend a 9 or 9.5 degree for you with a stiff shaft. The best thing to do is go to a good golf shop and get custom fitted, they will find the best driver and shaft for you and your game.
