Since gunpowder is explosive (!) I always make sure it is made safe by wetting it - water works fine, but will also create a chemical mix that is potentially hazardous.
As for the regulations in your state/country, I would advice contacting the proper authorities - Apart from the explosiveness, gunpowder is also a chemical hazard even in small amounts.
Where I live (Sweden) I would talk to the local recycling facility - Small amounts I am sure they will handle if contacted.
Larger amounts have never been an issue for me - Maybe contact a ammunition factory or a private/professional cartridge loader and hear if they have means to dispose of it for you?
