No, not necessarily.

They should however be checked with a straight edge and feeler gauges for warping.

If found to be warped then yes they may need to be resurfaced (at a competent machine shop)

Some need total rebuilds due to rust and pitting of close tolerance parts, but could have been done cheaply if the rust had not started. The water/antifreeze by itself is not really the issue.
