It looks like guard cards are only in existence in California. I haven't seen any information on them in any other state, so for a homeland security job in California, I would say yes you need one. In any other state, I don't think it would be a requirement.

I think that most people would consider that being a judge is the best job in the criminal justice system. You get paid very well just to issue an opinion, and the best part is, your opinion is always right! Unless overturned by a higher court. But I am sure that working in homeland security has its advantages as well.
