The basis of the department is the Homeland Security Act of 2002. It combined the functions of 22 government agencies into a cabinet level agencie at that time. Other laws have added functions as the world has changed. The Intelligence Reform and Terrorist Prevention Act of 2004 and Implementing Recommendations of the 9-11 Commission Act of 2007 added procedures and areas of responsibility.

Advance directives are legal documents. Advance directives give one the chance to say exactly what one would like done at the end of one's life. It is a way to tell family and friends and even doctors what one would like done to prevent any confusion.

Fraud is fraud. I'm as much for immigrants rights as any, but your first contact should be your local police department. From there you'll probably be talking to the District Attorney. And the agencies to call are Immigration Control and Enforcement (ICE).
As to Homeland Security, that would probably only be needful if there is some terroristic aspect to this. However, if in doubt, you can call them, explain the situation, and see if it falls under their jurisdiction.
