It's called "building up a tolerance" to a drug. Users who take a drug all day every day become so accustomed to being on the drug, that they actually feel normal when they're on it, and they feel distinctly abnormal when they stop. They have to take massive amounts of the drug to get a high. Taking smaller amounts only feeds their craving and keeps them feeling normal.
