IQ scores are based on the average "smartness" of people in specific age groups and cultural contexts. A 21 year old would have hopefully seen more IQ type questions and be able to recognize the method of solving them quicker and be better at it. He is just more skilled not smarter. Similarly if the test were all in German most North American adults would seem to be dumber than a 10 year old Berliner.
For an 11 year old to do an 21 year old's IQ test at the 97 level is good, but it is hard to say what it means. It would be more meaningful to see what the score was on an IQ test for 11 year olds.
My observation is that the IQ scores on tests for your appropriate age group will stay consistent for you as you get older and work on age adjusted tests. You may also want to take tests for the various types of ability. (e.g. mathematic, spacial, language) to determine where your strengths lie.
