In my opinion Peter the great was a better tsar than any other Tsar even though, catherine the great did some of contributions and lead russia to better place however, peter the great expanded west -europe dictate over 13-20 countries, and fought against sweeden for 20 years and got victory. Plus, he westernized Russia. He also was the one who lead everything and Catherine followed in his footsteps(technically).
No Ivan "the terrible" died in the late 1500's before Ivan, Peters brother was even born.
If I'm not mistaken he was Russian Orthodox, as you were expected to be at that period if of any social role that mattered, especially royalty. But deep down, I doubt he cared much about religion... so complete guess: non-believer (?)
He may have hated some of the nobility, or he may have hated no one. He was a very good leader at times, and at other times, he was dangerous and unstable. We can't be sure about who he hated consistently because he was mentally unstable, and would fly into rages. He killed his son during a rage, and he had his personal army kill a lot of people because of his paranoia.

First, one must understand that his nickname in Russian, grozny, does not have a negative connotation and a better translation would likely be Ivan the Fearsome or Ivan the Formidable. This was not only because of his paranoia driving him to kill his heir Ivan Ivanovich and treat the nobles and others so brutally after a near-fatal illness and the death of his favorite wife. It was also because he conquered significant portions of modern day Russia, essentially encompassing the European Portions of Modern day Russia and started the settlement of Serbia from his original base as the Grand Principality of Moscow.
He was very cruel to the Russian people and was brutal to those who opposed him.

If you are asking about Vlad III Dracula ("son of the dragon"), aka Vlad Tepes "the Impaler"), we still wouldn't know, as he was also war-like. Interestingly, Vlad II died in his 50s, and Vlad III in his 40s, so Vlad II had ten more years to raid.

On November 19, 1581, Ivan beat his son's pregnant wife because he was angry with her because of the clothes she wore. She miscarried the baby as a result of the beating. His son argued with Ivan about this beating. In a fit of rage, Ivan struck his son on the head with an iron-tipped staff. The son lay in a coma for several days before he died of the festering wound. Ivan had always had a good relationship with his eldest son, and was overcome by grief, beating his head againt his son's coffin. He did later show some remorse over his son's death.
