How does an inmate get tranfered from one jail to another?

Two ways: # If the first facility is transfering the inmate, they will simply take him through transfer in shackles and leg chains and drive him by cruiser or van to the new facility, where he will be processed in as a new arrest, or for hold for trial. # If the new facility is handling the transfer, the process is essentially the same, except the first facility will excort the inmate to transwer, where the officers will give over custody to officers from the new facility. The inmate will still be chained and shackled, and will stll be transported by cruiser or van. If there is a large number of inmates being transfered, some jails will have buses available.

In Oregon you can fill out a application for a deferral or waiver of fees. If you qualify you will either have your fees waived or set aside for a certain amount of time..either way you can file without paying up front.
