Not sure where PCV valve is on Jeep Liberty, but it is usually located on the valve cover. It is recongizable by the hose that connects to it. Most PCV valves just slide out when pulled and are replaced the same way. PCV valves are not expensive and esasy to replace. Dealership probably asking $45 for parts + labor. Cheaper if you do it yourself.
The PVC valve is located on the side of the oil filler cap (where you add oil). Just pull the rubber hose off the back of it and turn it counter-clockwise to the six o'clock poition. Pull it out. They seem to get sticky even though you change your oil on time. Spray it out with carburetor cleaner and shake it out. The steel ball in there should move back and forth as free from grim as possible.

To recharge the a/c system the cost would be in the area of around $125.00 dollars if it was done by a professional a/c shop.
It would help if you said what the problem is. - Thermostats usually either work or don't. If they don't it takes a long time for the engine to get warm, -this has nothing to do with the water pump.
Water pumps sometimes leak, you lose water and can see this in the rad. -there is no repair, -you change it for a new one. -This problem has no similarity to any thermostat problems.

Is your car still under warranty? If so, I suggest taking it to the dealer. I noticed the reservoir had a slow leak in the new car I bought this year. This is not something that happens often so they have to order parts, but my repair is covered by the warranty.

If the problem is just when you slow down or when you are trying to stop it sounds like your rotor the metal is very easy to damage and even a little nick in it cause the brake pads to not catch evenly there fore causing the shaking when you apply pressure. If you have had your breaks replaced recently and didn't have the rotors replaced or turned that could be why basicly uneven wear on them. Sometimes you can get them turned to correct the problem or it may need replacing completely. They 80-100 dollars at the local part store each. If it is the rotor then you will go through alot of brake pads until you get it fixed.Good Luck!
The most common cause of the blower only working in high is the blower motor resistor…. I don't recall exactly where it is on a liberty but it should be somewhere behind or underneath the glove box…. It adds resistance to lessen the speed of the motor until you put it on the high setting then it gets straight battery voltage…. I hope this helps you out
