on all Chrysler vehicles that i have seen you can only have either the fog lights on or the high beams. the reason is if you run both it puts a strain on the electrical system and could actually cause a fire in the steering column there is a way to get them to both come on at the same time tho i don't recommend it. if you want its your vehicle you'll have to do some research on how tho.

a rod hanging don on each side where the ball joints are, if they do not connect
at the ball joint area, that's your problem,, the parts should run about $100
and it's very eay to repair if you're mechanically inclined at all.

Why does jeep have water on floorboard after running AC?
The drain tube located outside at the passengers side firewall is plugged, this drains away the condensation water from inside th eunit.
locate the tube on the lower passengers side firewall and use a coat hanger or other rigid wire to stick up the tube until water runs out.
You may need to do this more than once depending on how much stuff is in there to clog it.

Check the temp sensor, and the fan relay.
The normal fan operation and AC are separate, the fan will run with the ac to keep it cooling when you are at a stoplight, or not enough air is flowing through the radiator, that is why it doesn't blow hot at a light.
If it won't run otherwise the main circuit has an issue, it could range from fuse to relay, to sensor( s).
