If Lincoln had not been assassinated, there is reason to believe that he would have been able to control the Congress better than Johnson did.
There is also debate as to if Lincoln would have survived his second term in any case. There is a large contingent of people who believe that Lincoln suffered from Marfan Syndrome. This elongates the bones, especially in the arms and legs. It affects the heart, lungs, and central nervous system. There are also theories that he suffered from other genetic problems similar to Marfan.
The simple answer is, unfortunately, that we will never know for certain.
