If any of the earliest histories about Arthur can be believed, he lived in the early sixth century and was king of the Britons, who were the descendants of the Celts and Romans that lived together in Southern Britain but who were left unprotected when the Roman Empire stopped supporting them in 410AD.
Arthur was not English, in fact according to legend he led the Britons against the English who were invading in greater numbers having originally been invited by an earlier British King as mercenaries. To explain why he is not English: in the end the Britons were pushed back to Cornwall and Wales and the English held the rest of Southern Britain, which came to be called England. Later the descendants of the Britons were called Welsh and Cornish. Cornwall became part of England, and Wales was conquered by England but was not considered part of it. When the union of the crowns of England and Scotland came about, the terms Britain and Briton were resurrected to refer the the island and its inhabitants as a whole, rather than just the Welsh and Cornish
