LED lamps' prices are now very competitive, certainly where I live, and make up for the unit price difference in reduced electricity consumption for a given light output. I have a mixture of incandescent, CF and LED lamps in my home, and slowly going over to LED as the existing lamps expire.

Which light bulb is best for cost saving?

Florescent light bulbs produce a similar amount of light with much less power than incandescent light bulbs. Their initial cost is paid back in energy savings. They also last a lot longer. I exchanged every light in my house for florescent bulbs years ago and I haven't changed more than 4 or 5 in all that time.

LED bulbs are now on the market and are very expensive. But they use even less power to produce similar light and last many times longer than florescent bulbs. They are quite expensive, but what you get is an almost permanent bulb. In the future we will tell our grandchildren how we used to change light bulbs and they won't understand. I see a day when the bulbs become permanent parts of light fixtures and will not be replaceable in any typical sense.

How many 200 watt light bulbs can be safely installed on a 30 amp curcuit?

If the wireing is done properly you can install as many as you want until the fuse blows. A 30 amp circuit means that up to 30 amps is safe and after that it becomes unsafe and the fuse blows. You can calculate the number of 200 W bulbs that will draw 30 amps if you know the voltage. Most 30 amp circuits are connected to 220 volts. The maximum power you can draw from this circuit, before the fuse blows, is current x volts or 30 x 220 = 6600 watts. So you should be able to connect at least 32 ,200 W bulbs to this circuit and possibly 33 bulbs which would put you right at the maximum. If your voltage is only 110 volts then the max power you can draw is 30 x 110 = 3300 watts and the max number of bulbs is 3300/200 = 16.5 which of course means only 16 bulbs.
