Maine was part of Massachusetts until 1820, when it officially became it's own State. In February 1819, Missouri applied to become a State, and as part of their application, acknowledged they would allow slavery in this new State. An amendment was made by John Tallmadge of New York, which basically said Missouri would not allow the spread of slavery in the new state, and that children who were born into slavery after Missouri was recognized as a state would be freed on their 21st birthday. This amendment was adopted and the bill passed the House, but was rejected by the Senate. During the next session of Congress (1819-1820) the matter was brought up again, but had been complicated even farther by the fact that Alabama had been admitted as a slave state, bringing the total number of free vs. slave states to 11 each.
