What development took place in china under mao zedong?
Under Mao, the dysfunctional KMT government was replaced by the government of the "People's Republic". In practice, the country was governed on an ad-hoc basis, with Mao as paramount leader and other party functionaries filling necessary government roles. Constitutional rule was not re-established until six years after Mao's death, in 1982, when Deng Xiaoping passed the country's current constitution.
The Mao period started off by consolidating control over the country, finally reunited after over a century of imperialist and warlord rule; new provincial boundaries were established, with many provinces shrunk, expanded, created, or removed entirely. A system of "Autonomous Regions", based on the Autonomous Okrugs of the Soviet Union, was established for the Mongolian, Zhuang, Tibetan, Uighur and Hui minorities. For the first seventeen years of the PRC, the country was governed along fairly orthodox Marxist-Leninist lines.
In 1966, seeing his power based threatened by Liu Shaoqi and Deng Xiaoping, Mao launched the Cultural Revolution, his attempt at establishing agrarian "People's Democracy" and eliminate the rising power of party hierarchs. In practice, however, the Cultural Revolution merely plunged the country into chaos, and the Leninist system was rebuilt after Mao's death. It is typically believed that the interventions of Zhou Enlai and the PLA prevented the Cultural Revolution from causing the complete collapse of the government under Mao.
After 1976, Mao's political program was abandoned. The governing system in place today has been dramatically changed since the end of the Mao period, with constitutional rule, formal offices, a functioning legal system, and a technocracy built on Leninist lines.

Why was Mao Zedong successful in gaining power in China?
Mao Zedong came to power in China in 1949 after a bloody civil war between himself, leader of the Communist Party, and Chiang Kai-Shek, leader of the real Chinese government (the Nationalists).
During WWII, Chiang Kai-Shek was preoccupied with Japanse agression and the Communist under Mao Zedong started to build up their strengh in north China. They did this by carrying out a "mass line" policy (from the masses to the masses), cutting land rents, and spreading out the lands of the wealthy landlords to peasants.
As WWII started to end, the world started to see that the Communist in China were actually making some changes in China... for the BETTER and perhaps war would not break out if the USA stayed neutral. However, the inevitable did happen and by 1946 full scale war between the Nationalists and the Communists was happening. Peasants ran towards Zedong and the PLA (People's Liberation Army) for promised land and social justice while the middle class, shunned by Chiang Kai-Shek because of his governments' inability to stop economic inflation, did so too.
In react to the war in China, President Truman sent General George C. Marshall (yes, the creator of the Marshall Plan) to China in hope to stop the Communist and reinstate the Nationalists.
The Communist won.

Is it true that Mao Zedong killed 78 million people?
Mao Zedong is a much-mythologised historical figure with a controversial and highly contentious legacy. While it is certainly true that many people were put to death or died through other government actions during his reign, it is not possible to know exactly how many and historians will debate how much responsibility for said deaths can be attributed to Mao himself.
It is generally agreed that around 3.5 million Chinese were killed during the Chinese Civil War and the Sino-Japanese war (which overlapped each other). To what degree Mao was responsible for these deaths is entirely dependant on one's interpretation of the historical circumstances surrounding these conflicts.
Mao was also responsible for a number of political policies generally seen as disastrous. These include the three-anti/five-anti campaigns, the anti-rightist movement and the struggle sessions. The political persecution that resulted from these policies cause many deaths. Among them were direct executions, mass-suicides caused by persecution, and labour camps that killed many through over-work and poor conditions. Most would agree that Mao is largely responsible for the policies that caused these deaths, which are estimated to total between 30 and 40 million people. Certainly Mao was aware of the killing, and took no shame in his ordering of political executions, being quoted as saying "We must probably execute 10,000 to several tens of thousands of embezzlers nationwide before we can solve the problem."
Mao was also responsible for enacting a number of socio-economic policies that had grave humanitarian consequences. These include the Cultural Revolution and the Great Leap Forward. These lead to the abandoning of agricultural activities in favour of producing huge volumes of iron and steel. As a result of this, and also due to the mis-reporting of agricultural production figures by district managers who feared persecution, a massive short-fall in basic food production occurred. This triggered the Great Chinese Famine, in which anywhere from 27 million to 38 million people starved to death. It was not Mao's intention to cause such starvation, but he could be considered culpable to some degree for these deaths due to his terrible economic planning and ignorance of the plight of Chinese peasants.
So, it is entirely possible that 78 million people were killed under Mao's leadership, although the exact figure will never be known. Exactly how many of these deaths can be attributed to Mao and his policies is a matter of historical debate.
