They could simply, just be really hard to move it sounds like you have everything off to me, I've changed my own everytime. Try a little WD-40 to loosen it up. golf 1999, my rear calipers needed to be turnt in not pushed in if that makes sense. you need to twist them in with some big grips. not sure what way. they were tight. needed to loosten fluid cap too to help.
