You just wait. It'll come in time and you are no where near the age where you need to fret over not having your period. Besides, I know you probably want to be grown up and a woman and all but it really isn't anything special, having your period... in fact, it's down right annoying. Enjoy your freedom.

I first had it Dec 13-18. Then I had a pap smear done on the 21st. That night I started bleeding again and it didn't stop until the 25th. Then it started again on the 28th and has not stopped (Today's Jan 9th). This last time, it started out as heavy dark clots, but is now pretty light but still dark. I don't know how concerned I should be.

It depends on what you mean by 'safe' - if you mean when it is safe to have sex without becoming pregnant, then any day when you use birth control! A woman is only fertile for a maximum of 9 days, around 48 hours when she ovulates and up to a week beforehand when there is fertile quality cervical mucus present which could see sperm survive up to a week.
