Ideally, you will go through a strategic planning process that will help you focus your mission, make appropriate goals, and find potential stakeholders in your venture that includes local authorities. You will need to perform all of the duties required in starting a business and will need to also apply for nonprofit status through the IRS.

Some types of criminal organizations include drug trafficking cartels, street gangs, human trafficking rings, and white-collar crime syndicates. These organizations engage in illegal activities to generate profit and often operate through a hierarchy with structured roles and responsibilities.

Generally speaking a resolution by a board of directors in any organization that has a board, is to announce a plan of action or inaction on an important matter. For example, the Board of Directors at a major hospital might resolve to establish a special ward for pediatric cancer. As another example, a board might pass a resolution to expand the organizations operations to another country.
