If you lose to the dude with the Shadow Zangoose you can still get that Zangoose by beating the game [you'll also find Moltres, Articuno, Zapdos, and Lugia] and searching for Miror B.He'll be at the Realgam Tower or at the battle place in the city with the news repoters and he'll have random Shadow Pokemon there and will have Zangoose with him sometimes if you haven't caught him and any other Shadow Pokemon you failed to get.
Edit: You will have to battle him again, train at Mt Battle to help you.

the best Pokemon for the 1st elite four in Pokemon diamond would be a fire type with strong fire moves like flamethrower and fire blast because the first elite four is a bug trainer . i would personally recommend a rapidash or infernape.

Also if you somehow teach espeon miracle eye its psychic type moves will then be able to affect dark types by 1x.

Not directly since the Poké Transporter only works with the Generation V games (Pokémon Black, White, Black 2 and White 2).
For you to be able to get your Pokémon from Platinum in your Pokémon X and Y games, you must need to transfer them to any Generation V game first.

Roselia evolves with a shiny stone. Into a roserade. Very strong. Mine evolved when I used it but my friend gave me the budew on level 5 leveled it up since. Kinda still doesn't follow orders though...
You have to evolve it with a shiny stone, it does not evolve by leveling up.
Roselia does not evolve at lv. 28. It evolves either one level after 28 or more. Once you get it past 28, you have to give it a shiny stone and it will evolves into Roseraid.
