Ho-Oh is the hardest. All you have to do is Defeat Mt. Battle all 100 trainers. Then Capture all Shadow Pokemons and purify them and then a message will come up that you will have him but keep a Pokemon slot open so you cann capture him.
Raikou can be found as a Shadow Pokemon of Cipher Admin Ean in the Shadow Pokemon Lab.

Tyranitar is the strongest Shadow Pokemon in the game. You only have one attempt at this, so use the Master Ball. The leader of Cipher has it. Also, if missed your chance to get the Shadow Pokemon Tyrannitar and MetaGross, go back to where the Cipher President and his minions are located. You have a chance to fight them all over, and retrieve some of the Shadow Pokemon you did not catch. Metagross and Tyrannitar are some of the most difficult Shadow Pokemon to get.

Lugia's heart gauge will be empty ready for purification. 5. Dont purify yet, tease it by putting Lugia back and forth in the same set (you keep putting in and out). 6. After you're bored of that and you decided you don't want the strong shadow moves put him in the box and purify. There is also something weird in that game too, the Dragonite (catch all except him and goto the harbour lighthouse) is on level 50 and it evolves on level 55 = to level 50 ranks with a dragonite by your side and not a dragonair.
