No. Nazis were members of the National Socialist party and did notnecessarily have to serve in the armed forces. A current day example would be a President Bush supporter but not necessarily a soldier fighting in the "War on Terror" in Iraq or Afghanistan whose allegiance is to the government of the USA, not the political ideology of the US President.
Where the distinction is blurred is when one considers the SS or Schutzstaffel (German for "Protective Squadron"), Hitler's private army of sorts. The SS were a paramilitary arm of the Nazi party and fielded infantry and armour formations similar but separate to their countries regular armed forces (i.e. Army, Navy, Airforce).
An example of another paramilitary forces in the world today might be the French Gendarmarie who function as police in their own country but also as peacekeepers in trouble spots around the world. This makes them something more than a regular police force but less than the French Army who might provide troops for UN peace keeping missions in war zones.
The SS fought as German soldiers but while they accounted for only for a minority of those bearing arms for Germany they are attributed with perpetrating the majority of war crimes and crimes against humanity that took place on the Axis side in WW2.
As the SS were volunteers who fought directly for the Nazi party and the political and racial theories inherent in that movement the men and women who joined the SS must be set apart from the regular armed forces of Germany who only followed orders just as other soldiers did, Allied and Axis alike.
In as much, soldiers may refuse to carry out orders they believe to be unlawful (as set out by international agreements) but how that fits in to the real world is difficult to imagine, suffice to say that the military is a organisation that is designed to commit violence and also one that demands obedience to orders. Furthermore, It is an organisation that many people were forced to serve in through conscription.
Therefore, the distinction between soldiers who followed legal orders and those who volunteered through dubious political motivation for Hitler's special units must be made obvious. The SS were complicit in war crime and crimes against humanity (i.e. killing of Soviet prisoners of war or Genocide against the Jews) and this led the victorious Allies to hunt out individuals who fought for the SS from the mass of surrendered German soldiers in 1945.
SS Officers in particular would face questioning and many ended up being tried for crimes at the Nurenburg Trials. Particularly if caught by the Soviet side, serving with the SS could mean spending years doing hard labour in a Siberian Gulag (without trial and possibly never return to freedom, much like the inmates of Guantanamo Bay).
Overall, i would that serving as a Germany soldier in WW2 did not make you complicit in the crimes perpetrated by that regime but that if you volunteered for service with the Nazi's paramilitary organisation then you were by definition a Nazi whose intention was to commit crimes.
I can say it definitely did not make the common soldier a NAZI. The NAZI party had a list of members, one of which was a pot-maker called Oskar Schindler. And, thanks to the movie, we know that Schindler was a person that helped save and not destroy people. Anyway, most German soldiers were conscripted, meaning, they had no choice but to enter the Whermacht,(Germany Army), and to fight for the 3rd Reich, or to be more precise, for the meglomaniac, Adolf Hitler. If you can research a little more, you will find that there were a quite a few Germans that were POW's in the USA and esp, in the region of North and South Dakota that actually immigrated to the USA after the war. Most Germans did not want war and most regrettfully, the German immigrants who came to the USA before WWII suffered from discrimination. However, back to German army being Nazis'. No. Most were not even inclined to the party. But, all were held to ransome for the Fuehrer, by the Fuehrer, and to die for DER FUEHRER! And made to say Sieg Heil!
