The first class rate in the US has never been 17 cents. It was 15 cents until May 29, 1978. It then jumped to 18 cents. However from March 22 1981 to April 3, 1988 the second ounce of mail cost 17 cents. The second ounce was also 17 cents from May 14, 2007 to April 17, 2011.

Depends on when during 2006, but for most of the year US First Class postage was 39 cents. The postage rate went from 37 to 39 cents on the 8th of January of 2006. It went to 41 cents in May of 2007.

Good question and not one that there is a good answer to. The only value I can think off would be to be able to prove that the bill was obtained on a specific date, as evidenced by the postmark. And since the US Post Office does not apply postmarks to currency, the stamp was put on so that they would postmark it.

The bill would be devalued by the stamp and ink in the minds of most currency collectors.

In the US, unmarked stamps were often issued when postal rates were going to go up. The post office was not certain what rate would be authorized, so would print un-marked stamps to meet the expected demand. They are valid for US destinations only. FIOS (FREE IN, OUT, STOWED):
Freight rates quoted on a FIOS basis specifically exclude all aspects relating to cargo handling operations. The ship is only responsible for expenses arising as a result of the ship calling into the port, i.e. tugs, pilots and light dues etc. Another very important consideration when booking cargo on FIOS terms is that the ship does not bear any responsibility for the speed of loading or discharging. Usually the rate agreed includes a fixed "free" period of time for loading/discharging operations, after which time a daily demurrage is incurred.

Yes royal mail is open on saturdays. Unfortunetly however despite doing a special delivery that is supposed to arrive before 1pm all you can get after 1pm (if the delivery hasnt come) is a machine to track your item that is quite frankly pretty useless. Basically royal mail general enquiries is open untill 1pm on Saturday if you call but after 1 you will only get a machine.

Of course it is, because many people want to meet their demands. Especially on the holidays. And since it's the holidays, they might delay mail.
