Can Prince Charles wife ever be called queen?

No ! Camilla wasn't born into a Royal family - and therefore can NEVER have the title 'Queen' It's the same situation with Her Majesty Queen Elizabeth's husband, Philip. He wasn't part of a Royal Family, and thus has the title Prince.

Camilla will have the title Princess Camilla when Charles accedes to the throne.

He legally cannot decline the throne.

Until he is king himself (for at least a day) he is not in charge of naming a new heir, the current ruler (the queen) is.

The only way he could be skipped is for the current ruler (the Queen) to declare a new legal heir. Basically whoever has been named heir becomes ruler immediately upon the death of the current ruler (or if the current ruler declares that they are stepping down and appointing a new ruler)

Now assuming the Queen does not name a new heir, Charles cannot decline becoming king, it will simply happen immediately. Whether or not he bothers to have the ceremony to accept the crown he would still be King.

However, if he does not want to keep the the title, he can accept the throne and immediately step down and appoint someone else.

He needs to be King for at least one day to have the authority to do this.
