When a boy reaches puberty why does he stink?
In theory, yes. However it may not be as distinct as that of BO in a male that has started puberty.
Sweat itself contains salts and fats, and does emit an odor. However, the odor does increase tenfold in boys if they have armpit or other body hair. This is because the sweat forms and gets trapped by their hair, rather than evaporating straight off the skin. When this sweat is trapped, the bacteria begin to die, causing the classic BO smell.

Acne occurs during puberty because the amount of oils that are secreted by the skin increase due to androgen hormones. These oils, known as sebum, clog pores by trapping dead skin cells and bacteria, which result in many types of acne, such as blackheads and whiteheads. Acne is normal to experience during puberty and by cleaning your face daily, you can wash away the oils and help open up your pores. (Acne is actually not caused by things such as dirt, chocolate and fatty foods).
When does your pubic hair start growing?
It doesn't. Hair grows at different speeds, and has a finite 'lifespan'. Therefore, any given strand of hair can only grow to a maximum length before it is replaced by a new hair.
Answer 2
I know all hair gets eventually replaced, but it looks like it's a long process: before we shave a zone, for example most of hair is not growing, as it reached its max length, after we shaved it, almost all of it is growing back, so it seems like the hair can tell it has been cut :). The proportion reverts again once the hair reaches back to its genetically pre-determined length.
