No, punk started in the mid-to-late sixties with the Velvet Underground, The Stooges, and The MC5, had its heyday in the seventies with The Ramones, The Heartbreakers, The Dead Boys, Richard Hell and the Voidoids, The Sex Pistols, The Clash, etc., etc., and was over by the early eighties. There were still punk bands around -- The Ramones, for example, continued touring well into the nineties -- but punk as a movement was over by 1982, at the latest.

After prog rock had fully developed, its goal was to cement and further rock as an art form. There started a development of really "arty" prog rock which some people called pretentious rock.

Gigs became more about the lightning and stage, with bands more and more trying to make their songs and performances more intricate and complex. Often music and instruments from different genres and cultures where used in an attempt to showcase the bands over arching knowledge of music.

To some this ostentation went against the origins of rock, (rockabilly with just drums, a double bass, and an acoustic guitar as electric guitars had not "arrived").

So punk was born, rebelling against ostentation and complexity (MC-5's song Kick out the Jams is only two chords). The songs were deliberately rough and unpolished. Some bands stated that it was the emotion in the song that was important and not the technical ability (this later gave rise to emotional rock of which emo is an off-shoot) which led to the rise of the phrase "Three Chords and the Truth.

As with any art movement, over time it advances and becomes more refined, so much so that some music today which is referred to as punk sounds very different from the origin.
