yes
Actually NO.
He was NEVER a Little Rascal. There were three Jackie's that were Little Rascals (Jackie Condon, Jackie Davis and the more famous Jackie COOPER) but not Jackie Coogan. It is true that Jackie Coogan was a child film star, perhaps the first true child film star. But not a Rascal.
What is the plot for here comes goodbye by rascal flatts?
omg i finally figured it out! (all in perspective from the woman who first drove up in the car) her son, father and mother are all in the video her son died (and we don't know why but it doesn't really matter) and shortly after her father (the one talking about the truck) dies too when she wasn't around so now she is coming home from wherever she has been and she is all sad and stuff and doesn't have the music playing in her car so she rings the doorbell and her mother comes to the door and trys to make her feel better then they start walking to the gravesight where the son and the father were buried (and throughout the whole video the father and son have already died) and the mom starts to cry and she has a flashback of when it had previously snowed and her and her dad had come out to play and then at the end of the video you hear her "talk" to her fathers grave and she tells him to tell her boy she has missed him so much (now that her father is up in heaven with her son) i hope i didn't leave anything out it is a great song --------- Most people get this song confused with a simple love song about a broken-hearted break up, but the video seems to prove otherwise. The song seems to be written from the father's perspective, and there are many guesses to why the begining scene played out the way it did. Some say that the father and the son were in a car accident together, some say that the little boy died of other reasons that fall personal to one of the members of the band- and etc. The video begins by showing the changes in the mother/daughter (The woman who showed up in the car) and it symbolizes how the death of her two loved ones has affected her. She doesn't play music, she rings the door bell- and the chorus then proclaims "Here comes goodbye."
And while most people take that as the literal "Goodbye" it can also be taken as her finally letting go, and becoming at peace with the fact that she lost her son and father, or maybe she's saying goodbye to the depression and change she has been through.
Rascal Flatts is infamous for doing videos that make you think, and honestly- they did well with this one. Why? Because people can take it in whatever way touches them the most. :]

Where does Dizzee Rascal live?
he lives near Chislehurst, Bromley. Although I don't know where exactly.
He's moved since whenever these comments were written. He lives in a small village in Sevenoaks now, which shall remain nameless. (May 2010)
Indeed he does. Actually, he is the next door neighbour of my Mum. I cannot comment on his music stuff, as I am not into that kind of music (think more Robert Palmer, Ian Dury, etc) but he seems like a pleasant, polite sort of chap.
Knowing the area as I do, I suspect that he moved there because he wanted seclusion, and especially, privacy.
I realise that these days that respecting the privacy of other people seems to be an alien concept, but it does still exist.
