To use it first go to a vendor, then go to the weapons tab and look for a weapons that has two quantities but different price. Then buy the cheapest of the two, sell it back and buy it again, you will then see the price on the weapon change and it will be in top condition too (nice bonus right?), take the weapon you just purchased and sell it again and then buy it again, sell it, buy it...and continue like that until the vendor don't have any money left.
NOTE: If there is only one weapon you can find and you have an extra in your inventory in a poorer condition sell it and then buy it back again from the vendor and the price fn the weapon you sold and purchased back will change (for the better) then just do the same thing as the first stuff i wrote.
