There is no absolute coordinate system in the universe. Everything is always in motion, relative to virtually everything else. You can be still relative to the surface of the Earth, but the Earth is rotating, and revolving around the Sun. The entire solar system is whizzing around at a faster relative velocity around the galactic center. We are moving away from galaxies near our observable horizon at tremendous velocities (expansion of the universe for that last example, which is a slightly different scenario, but still noteworthy).
Since there is no "absolute grid" to define location in space (location is determined relative to an object we refer to as "fixed" even though we know it is not) it is impossible to say what is still and what isn't. Relatively speaking, I have been in the same place my whole life, and the surface of the Earth beneath me, and the night sky above and below me, have been the only thing moving this entire time.

How are north an south Korean different?
From the different Koreans that I know personally, people from the North can be a little taller, whereas people in the south may be shorter and have a smaller body mass. The height difference, if it actually exists, would probably have to do with the mixing of different civilizations throughout history. This mixing is more possible in the North since the North is connected to China, which is connected to a vast mix of other asian countries. On the other hand, the South is at the tip of the Korean peninsula and is rather isolated. Of course, it may just be random genetics. This is all just from personal experience and thought.

The laws in South Korea have progressively changed over the years, due to the shift in governmental powers that have control over South Korea, and also to variances in political stability with North Korea. In the early eighties, restrictions due to age limitations permitted only those who were under the age of 35 to begin completion of their military service, however at the time, the political parties that were in control over South Korea were prospering within an agreeable state of armistice with North Korea. In the state whereby South Korea finds itself without peace with North Korea, the latest age where a person may begin his mandatory military service can become a relative state.
