Can you fly on a dragon in skyrim without LDC packs?
You cannot fly dragons without either DLC or a mod. However, with the mod "Fully Flying Dragons" by gg77, you can fly dragons without DLC if you use version 4.3. You can find this mod on Nexus Mods.

It is the "Lesser Ward", but works very well.

What are good names for a Nord in the Elder Scrolls series?
You should check out some Norse, Viking, Danish and Old English names, as they are what the Nord names are based on. Other than that some Nord names begin with "Y" such as Ysgramor or Ysmir.
I advise you to make your own name for your character as it will feel more personal that way.
The names I think feel Nordic would be: Kasimir, Uther, Ingvarr, Fenris/Fenrir, Bjorn, Ulrich...
I named my character Ysmir, and after some time I realised that Nords use that name for Tiber Septim aka Talos, and that was kind of cool since he was also dragonborn, I felt like he was my ancestor or something.
