So long as you don't jump a work or draft horse it is OK to ride them. Many people jump draft horses when this is actually very detrimental to them. Drafts are not designed to jump with weight on their backs and they tend to have very short and upright pasterns which causes a lot of concussive forces to be placed upon the legs. Many draft horses can make excellent trail or pleasure riding horses.

I think officially they have to remain mounted until they get back to the enclosure where they must be weighed again (including tack) after each race. They are also supposed to stand in the irons as they cross the finish line. If you watch a race you will see the jockeys up in the stirrups for the last few strides before the finish line.

Exercise racehorses. You finally get to ride the racehorse, but only for exercise. You'll be required to gallop the horse on the track for practice.
Step6
Compete in schooling races. These are practice races designed to teach new jockeys how to come out of the gate and race. Successful completion will get you an exercise license.
Step 7
Realize that track stewards will judge you on your ability to ride while you compete in smaller races designed for exercise jockeys. The track stewards will critique your ability to handle the horse and to maintain safety among a group of horses on the racecourse.
Step 8
Get your jockey's license from the racetrack. This license is valid at all racetracks.
