Poor management really. The team has been a mess ownership wise since Conn Smythe sold majority control in the 1960s and only recently have they gotten it together.
1960s
The team was successful winning 4 championships during the decade however behind the scenes, ownership troubles were brewing. Conn Smythe had sold his shares to both his son, Stafford and another investor by the name of Harold Ballard. Both would be found guilty on some money schemes (or something).
1970s
Ballard took majority control in 1971. This was the beginning of an awful period in Leafs history. The 1970s weren't terrible. The team had some on ice success, although they never did reach the Cup finals. Ballard ran the place though and he made it clear that he did. He rejected European Players although he found a soft spot with Salming. He made bigoted remarks. He refused to give Keon a raise, forcing him to go to the rival league WHA. He chased MacDonald out of town, upset the dressing room, and forced the hand of captain Darryl Sittler to also ask for a trade.
1980s
The pinnacle of the most miserable time in Leafs history and why Ballard is considered the worst owner in professional sports history. The team faded into mediocrity. Ballard refused to spend money into the team saying (essentially, not a direct quote) that "If I can sell out with a team of Volkswagens, why would I buy Cadillacs?" Maple Leaf Gardens fell into disrepair. Children were being abused in the bathrooms by employees, something that could have been easily prevented if Ballard simply gave a damn. He made sexist remarks, leading to feminist protests in front of the building. He was the definition of a bad owner.
1990s
Ballard died in 1989 and finally some stability returned to the ownership ranks... briefly. Steve Stravo bought the team but by the middle of the decade ran into trouble financially due to his supermarket chain and was forced to sell the team.
2000s
Tandembaum and the OTPP took control of the Maple Leafs in 1998 and quickly bought the Raptors leading to a new arena in the Air Canada Centre. The problems didn't stop. While the team was successful on the ice (mainly because it was outspending most teams), it wasn't successful in the hockey operations department. Behind the scenes, a feud between coach and GM Pat Quinn, CEO Richard Peddie, and President Ken Dryden led to an inexperienced John Ferguson Jr. to take the reigns of the team in 2004. Post-lockout, Ferguson put the Leafs in a hole that they haven't recovered. His tenure was marked by awful trades, mismanagement of assets, and poor signings. Peddie and the OTPP were also rumored to have been having JFJ by a tight leash.
In 2008, FINALLY Brian Burke was brought in and the team has been going upwards since then. Burke was given absolute control over hockey operations. Now its just a matter of cleaning up the mess that was left by the last guy.
