Nobody. LA Times concluded that Orlando Anderson - a member of the Southside Crips - fired the shots which killed Tupac. Anderson denied the claim, and was later murdered by a rival gang. Biggie denied any involvment in the matter, and claimed he was in studio in New York. The police interviewed Anderson twice, and discounted him as a suspect.

Personally, I believe that he is dead, because the evidence is just making something out of nothing, and proof of all his lyrical things about death is in Tupac Ressurection, how he talks about how he's rapping about death and making songs like mad because he's paranoid.

While Pac was at the hospital, Suge was released from the hospital the next day and flew back to LA. It was later proven that a Bad Boy Records producer tried killing him for not signing under there Company. They became enemies during the East West rap war. They sang a Song Runnin' (Dying to Live, Living to Die) which is Tupac's Motion Picture Tupac: Resurection. Even though Biggie was dissed by Pac it was smaller then it sounded. At a Billboard Music award he Pac told Biggie "Sorry about the song's, I'm just trying to sell a Record." He was never proven guilty and was killed 6 months later in March of 1997.

Orlando Anderson was the man that was Tupac jumped before he was killed. Many people that he killed Tupac because he was jumped and refused to press charges on him. Suge Knights was the CEO of Death Row Records at the time Tupac was in it. I believe it had to do with him and Orlando Anderson. Suge is a Blood and & Anderson is a Crip. Suge was the one who told Pac that Anderson had stole a chain from Death Row Records. He was also the one driving the car Tupac was in when he was killed.
