It's on the internet...One reason is because you have some of the highest gas taxes in the United States. If you add federal and state combined as of 2002 you pay 50 cents tax for every gallon. As the other answer hinted, "ability to pay" does play into the economic reasons for higher taxes as well. California tends to lean politically towards energy conservation which means how can we move constituents towards doing something that is inherently "good for them".Additionally, California requires a cleaner fuel year round due to higher environmental requirements thereby increasing refining costs. Some states relent during winter months when demand is lower but California does not. Then again, when 60 degrees Fahrenheit is considered winter there is not much of a decrease in demand unlike other parts of the US where snow can leave cars unused for weeks. See related link below.
