While you haven't specified what price range you can afford, I am guessing that a weekend away at a hotel somewhere would be too expensive. Flowers will die, chocolates disappear all too fast and not every guy likes jewellery.
Since you're trying to save money for your wedding and/or honeymoon, why not think about getting him something for your home that he will enjoy. It could be as inexpensive as one of the universal remote controls (guys love their toys) or as cosy as some new ugg boots for winter if he wears those. If he loves BBQs you could give him a book full of BBQ recipes (make sure there aren't too many ingredients or he'll get fed up) or if he loves sportscars, why not give him a subscription to a motoring magazine. Is he keen on Thai food? Give him a wok so you can share favourite stir-fries together.
How do you make a heart-shaped box?
- On a piece of cardboard draw and cut out a heart the size you want it to be.
- Use longish strips of stiff card and tape it round the edge of the heart shape until its shaped like a heart all the way round.

For 100 yen (~AU$1.... VERY CHEAP!!!) you can buy ANYTHING from chopsticks to hair accessories, to really good mascara (trust me, I've trialled it) to Japanese lollies, snazzy earrings, cheap handbags, keyrings, AWESOME CHEAP SOUVENIRS FOR FRIENDS, origami paper, origami instruction booklets, mini photo albums, letter writing kits (great for writing to host families with - traditional Japanese paper, too), VERY COOL Japanese traditional cards for birthdays and congratulations etc, a few postcards, games, mini wooden sumo games, posters, decorative wall hangings (great souvenirs and gifts) and basically any household items.
THESE ARE EXCELLENT FOR BUYING FRIENDS' SOUVENIRS AT!!!

The price of each item is actually 105 yen, though, as they add on a little service charge... no biggie though. I once spent $50 there!

There's also this box i once found on the internet which is empty (you have to get the box) and then you paste love quotes all around it and out a big red ribbon with a bow and in a little note put: this box is never to open, well it's filled with huggs iniside, so anytime youre feeling blue, close your eyes, hug your box, and I'll always be there with you.
A box of chocolate for her is another choice (usually come in a heart-shaped box.) You could also get her a nice heart-shaped locket (DON'T go to a jewelry store because they are very expensive, but go to the "teen shops" which usually carry an array of jewelry. If you want (and the locket opens) put a picture of yourself and her inside of it. If you don't have a picture of her, then put your picture in it and let her put her own in.
If it's for a guy, it's best to get them something you know they'd like. It could be aftershave, tickets to his favorite sports team (if you can afford it) or anything you feel he would like.
It always seems unfair that the women get the goodies, while the men don't in many cases, but this goes back hundreds of years when men who were in love use to sent Valentine's Day notes to their love (the woman NEVER returned an answer to that note) but it was evident when they saw each other that they were in love.
