Vincent Van Gogh is considered a post-impressionist and a pioneer of the Expressionism. In truth- he represents his own art culture, neither here nor there. He used the techniques developed by the impressionists, but painted not what was seen at a given moment but what he could see at a given moment. He painted the world he lived in from his hearts point of view- not his eyed. By combining both he, in his way, created a new culture. However, in the history of art you will find him under the post-impressionists list.

My own experience is that the peeling is the clearcoat layer of paint. Once it starts, there really isn't much to do beside a re-paint job.
