White men If you mean the Civil Rights Act of 1875, the first answer is pretty much correct. However, the poster is probably thinking of the Civil Rights Movement that resulted in the Civil Rights Act of 1964. This act did not substantially change who had the RIGHT to vote. Blacks, women, and other minorities had the right to vote but this act eliminated many voter registration standards, such as literacy tests, that had been used to keep Blacks and many poor whites from the voter rolls.
